LED Lighting in the EU: Status Update
Paolo Bertoldi, Acti
Lighting represents 19% of worldwide electricity consumption and it represents 14% of the final electricity consumption in the EU. The ban on incandescent light in many countries of the world has led to replacement of incandescent light bulbs present mainly in the residential sector and SMEs by CFLs. However, other technologies, in particular SSL, are ready to be used for replacing incandescent lights. White-light high brightness light emitting diodes (HB-LEDs) have already conquered the market for mobile appliances, displays and signs as well as automotive. More and more projects are ongoing in Europe for street lighting and other outdoor lighting, commercial lighting (supermarkets, office buildings) and architectural lighting are becoming more and more LED-based, but general lighting will be the next to come. Gradually the market will be moving from the retrofit market (replacement of existing lamps) to the market for LED luminaires and eventually lighting systems. Initiatives from the European Union include legislation and policies: the EuP (directives of energy-using products, also known as Ecodesign), the European LED Quality Charter, the GreenLight and GreenBuilding programmes, in the context of Photonics 21, the forthcoming Green paper on SSL, the Energy Efficiency Plan, but also financing such as a call taken up this year with EUR 10 million available from Directorate General Information Society for 2-3 SSL pilot actions.
Paolo Bertoldi has gained a Doctor Degree in Electrical Engineering in 1985 at the

The Next Phase in LED Illumination
Geert van der Meer, Global Product Marketing, Philips Lighting, The Netherlands
Driven by the need to reduce more energy efficient solutions, LEDs are getting accepted into more and more illumination applications. Initially downlighting and urban lighting were the primary applications, supported in some regions by governmental stimulation programs. With progressing LED technology, retail and Office lighting are now also being penetrated by LEDs. After this phase of creating “good-enough” LED solutions, we see now that the next phase is in the lifecycle is starting: rigorous cost down. This will boost the adoption of LED technology and this affects all elements of the LED illumination solution.
Geert has held several positions in marketing with Philips Lighting. In previous roles, he was responsible for CDM portfolio and wholesale marketing

International Cooperation for Quality Assurance of SSL products: Results from the International Energy Agency Annex on SSL
Marc Fontoynont, Operating Agent, Annex on Solid State Lighting 2010-2014, International Energy Agency, 4E Implementing Agreement, USA
The extreme variability of performance of Solid State Lighting products may jeopardize hopes by governments that their deployment will lead to significant energy savings in electricity. Confidence of customers in SSL has to develop, based on the organization of this industry, and the elimination from the market of products of low quality and low performance. Governments tend to approach this issue with two tools : regulation (mandatory) and labels (voluntary). The SSL annex 2010-2014 of the IEA-4E Implementing Agreement brings together experts from 10 countries working to deliver tools to be used by their governments in their policies regarding SSL deployment. Common criteria for quality assurance have been developed, and proposals for coordination of testing procedures are presented.

Ignition Sequence Starts. OLED Lighting Ready for Take off?
Bernhard Stapp, Senior Vice President,
Organic LEDs (OLEDs) are the next wave in solid state lighting. These wafer-thin surface light sources open up completely new design options. OLEDs deliver soft light in form factors never seen before.
But what about efficiency? Although OLEDs are not yet on the same level of LEDs regarding life time or efficiency, their evolution is preceding strongly. In 2009 OSRAM presented the OLED light source “ORBEOS” as the first qualified OLED panel – it is especially suited to applications in the premium segment such as architecture, hotels and catering, offices, private homes and shops. The recent breakthrough came with the evolution of the luminaire PirOLED and Airabesc – the first step towards an independent OLED luminaire family.
Now it’s time to start the ignition sequence – to augment the high design aesthetics with functional illumination. The company took an important step by installing the first pilot production line for OLED Lighting in the city of
